On June 26, OSCE observation mission published its final report, which stated during the 2012 parliamentary elections in Armenia the use of administrative resource created an unequal playing field for the political forces. Many think this assessment also led to EU’s refusal from its promise of major financial assistance to Armenia delaying the conference of the donors, where the issue of $2bln assistance to Armenia was to be discussed. It will implement its promise after the 2013 presidential elections.
It was written in PACE Resolution 1837 adopted last autumn that the page of March 1 events could be considered finally closed. With the resolution “The Progress of the Countries under Monitoring” adopted in the Council of Europe last week the structure seems to be willing to open the closed page being concerned over the fact that so far no one has been punished for the deaths of 10 people on March 1, 2008 and urges the Armenian leadership to carry out a public investigation to reveal those guilty of the 10 deaths.
