A declaration was signed at the summit devoted to the 20th anniversary of the Black Sea Economic Cooperation (BSEC) on June 26 in Istanbul.
Russia and Armenia approved the document only after Azerbaijan removed the amendments it suggested from the document. The amendments had a political sub-text.
Unlike other countries, at the summit Armenia was represented by Deputy FM Ashot Hovakimyan. At the summit the latter called to refrain from raising the Nagorno-Karabakh issue, as the Istanbul summit was not a platform for it.
