French and Russian presidents Francois Hollande and Vladimir Putin didn’t come to an agreement during the meeting in Paris.
Speaking at a joint news conference, Mr Hollande called for further pressure and sanctions, and said the only solution was for President Bashar al-Assad to resign.
While Vladimir Putin said the issue of sanctions should only be discussed in the UN Security Council refraining from unilateral decision. At the same time, Vladimir Putin stressed Russia has no special interests in Syria.
The Russian president discussed the Syrian issue also in Germany with Chancellor Angela Merkel yesterday. The sides spoke for the political settlement of the conflict.
The United Nations Human Rights Council called for an international independent investigation into Houla massacre. More than 100 people died in the clashes between the authority and opposition forces. The West blames the Syrian authorities for the massacre, while Damascus blames the armed opposition.
